Developing National Biosafety Systems: Identifying Critical Decision Points and Information Requirements

 Objectives

The ultimate goal of the proposed seminar is to contribute to the design and implementation of functional biosafety systems in ASARECA member countries. Specific objectives are to:

  • Report and analyze country experiences with regard to the development and implementation of national biosafety systems;
  • Identify key decision points in biosafety implementation and review capacity-building requirements associated with each; and
  • Examine available information sources and support tools for biosafety decision-making.

Seminar format
The seminar will be co-organized by ASARECA, CTA, and ISNAR, who will form an informal steering committee to determine the seminar's venue, agenda and participation. The proposed seminar will last 3 full days, following the generic agenda. The final agenda will be developed in consultation between the seminar organizers, and tailored to the specific needs of the target audience. The final agenda will include a number of case studies from participating countries. The seminar will be highly interactive, requiring substantial input by the participants themselves in each session. This will be arranged through plenary discussions and working-group sessions. Significant time will be allocated to developing action plans, through the Participant Action Plan Approach, systematically recording the ideas for actions that participants elaborate during the seminar. ISNAR will communicate with each participant after the seminar, in order to assess the results and possible impact of the seminar at the national level.

Expected outputs
The following specific outputs are anticipated:

  • Individual action plans identifying priority areas for the design, or enhancement of national biosafety systems;
  • Recommendations for future collaboration among ASARECA countries and with international agencies providing capacity-building support;
  • A co-published seminar report including keynote papers, case-study presentations, working-group recommendations, and action plans.
