In his keynote paper presented at this workshop on 'Information support for natural resource management policy', organised by CTA and held in Wageningen, The Netherlands in January 1999, Katerere stated that 'Policy is a statement of intent to achieve a desired outcome. (but) unless it can be translated into action, it remains merely opinion.' Policy therefore embodies both plans and their implementation with the aim of bringing about positive changes within society. The focus on positive changes is all the more essential since, as experiences in the forestry sector have shown, policies themselves are often to blame for environmental degradation (Buttoud). The goal of policy is to ensure socio-economic development (Okedi). Socio-economic development will, in turn, enhance environmental protection and resource conservation. The mutual influence between development and resource conservation was also stressed in the opening remarks to the workshop given by the Director of CTA, who considered that sustainable agricultural development is essential for natural resource management (NRM).
