Lesotho is a land locked country, which lies between the latitudes of 28 and 31 degrees South and Longitudes 27 and 30 East. The country occupies an area of 30,350 square km. Most of the country is rugged mountain terrain with the highest peaks nearing 3,500 meters above sea level. The southern districts in which the project areas are located are prone to devastating droughts and desertification, including the formation of erosion gullies called "dongas".

There are two regional offices at Nots'i village and at Shalane in the Mafeteng and Mohale's Hoek Districts respectively and potentially a third will be established at the Mohale Dam, as RSDA continues to work with populations affected by the Lesotho Highlands Development project. These areas are all suitably located in the vicinity of the RSDA development areas, and within close proximity to the rural population with whom RSDA is collaborating in development activities. RSDA Headquarters is housed in a rented office in Lithabaneng, Ha Matala, off the Main South 1.

The Basic Conditions at Project level : Mafeteng & Mohale's Hoek

The primary project areas are in the Mafeteng and Mohale's hoek districts, in the Sephula and Phamong regions respectively.

The areas are located in the lowlands, foothills and the Orange River Valley in Lesotho. The total population in the project areas is estimated at around 25,000 people: 5,000 households located in 105 villages. The Mafeteng district is the most populated section of the entire country with an estimated population density of 121 square km. The dimensions of the lowlands vary from 20 - 100km in width following the length of the western border of Lesotho. The altitude ranges from 1,400m in the West to 2,400m in the East and approximately 80% of the arable land in Lesotho is positioned here.

It is a remote, poorly serviced area that is located in the Southern edge of the Mountains in the Senqu River valley. The region is mountainous with poor access roads and is least developed compared to most localities. It is one of the poorest regions in the country, many children (especially boys) do not attend school because of responsibilities herding livestock. Subsistence agriculture is the primary occupation and there is a very low average household income and inadequate access to agricultural inputs and markets. Roads and water supply systems are scarce. In addition, fields and livestock are in competition for land which is highly erodable and consequently very few families produce enough to eat.
