The year 1902 marks the begining of scientific research in Sudan when Laboratories were established to deal with research problems of public health. In 1970 it was deemed necessary to establish the National Council for Research to formulate the research policies and supervise and finance their implementation. Also the council was supposed to fill in gaps in research activities tacktle research problems not tackled by any of the existing research institutes. In 1991 the authorities decided to repeal the act of National Council for Research and replaced it with a new act by virture of which the National Centre for Research was formed to conduct scientific and applied research to achieve the purpose of economic and social development within the framework of the policies of the nation; and to contribute in the development of scientific and technological research in the Sudan. Without prejudice the Centre is mandated to fulfill the following objectives:
- Setting of general scientific and technological policies that aim at achieving the economic and social development of the country.
- Conduct scientific and applied research that connected with the purposes of development;
- Encouragement of scientific research, and its development in the fields within its competence;
- Provision of support for researches which are in compliance with the center policies and plans and offering of possible assistance to researches according to its facilities;
- Endeavor to transfer and assimilation and development of an appropriate technology;
- Qualification and training of researchers and research assistants in the center and to contribute in the training of employees in the other research and scientific fields that fall within its competence;
- Encouragement of publication and documentation in the scientific and technological fields;
- Giving advice to the organs of the state and the private sector in fields of its specialization whenever requested to do so or in its own motion;
- Encouragement of private sector to develop applied research and the results therefrom and the development of the use of technologies in the industrial and service fields;
- Diffusion and encouragement of spirit of innovation exploration, invention and strive to achieve scientific pioneering;
- Strengthening the cooperation relation with the scientific and research institutions and organizations inside and outside the Sudan, especially the Arab, Islamic and African countries;
- Call for the laying down the scientific research ethics, the commitment to the values of belief, goodness and virtue, orginalization of scientific research and linking the same with the national cultural heritage.
The functions of NCR Council, the Scientific Council, the Director , Deputy Director and the Principal are defined in 1991 Act.
Also the mandate encourages NCR to develop excellent and productive relations with a number of national and international institutions (e.g.CTA and ACP Countries ) through partenership in research projects and exchange of scientific information and documentation.
