Information and Communication Management Skills and Systems Department

Increasing the capacity to generate and manage information and to formulate information management strategies

The Information and Communication Management (ICM) Skills and Systems Department implements a programme that is designed to tackle the following problems:

  • shortage of ICM skills;
  • limited opportunities in ACP countries to acquire ICM skills;
  • weak ICM policies and strategies;
  • limited knowledge of the design of cost-effective and participatory ICM systems;
  • limited application of management techniques in the implementation of ICM projects and services.

To overcome these problems, the Department has set two objectives:

  1. to increase ACP capacity to generate and manage agricultural information;
  2. to increase ACP capacity to formulate and develop ICM strategies and models.

The strategic orientation of the programme is built around:

  • reconfiguring the current portfolio of ICM training courses to include applications in thematic areas, such as the management of market information systems and of information systems to support policy-making;
  • developing approaches for establishing ICT-based courses that will cater for distance learning;
  • developing post-training services to monitor and assist course participants;
  • strengthening the integration of CTA's training activities with its other activities that are aimed at developing local and national ICM systems;
  • improving collaboration between CTA and its local and national ACP partner organisations.

This programme has three main components:

  • ICM training courses;
  • integrated ICM support to local and national organisations;
  • science and technology strategies.
